You ain't getting arrested for smoking weed. Especially in Sacramento. Usually they just take your stash, sometimes they break your glass, and if they really feel like being dicks they'll write you a ticket. You'd have to have a substantial amount for there even to be a conversation about arresting you- or have a scale and little baggies so they could nail you for intent to distribute. The more you know.
