Nah, that's a good thing. I look at it like this...if someone is asking, regardless of their stated or true reason, and you have it in your means to do so, give. You never know what will change someone's life. And not to be crude but if you kept someone off their knees or from stealing, then that's an amazing thing.
It's not just bums. Mom went to Lowe's and Wally and the mall and people everywhere were asking for handouts. It's sadd but if you can beg you can work a nine to five.
