Glasgow is what we call "moist" you can sell in restaurants, you just can't buy it in the stores...but the bars you speak of aren't real bars, they're just like they are in every other restaurant. It's not like there's a 12 year old kid hanging out at some grungey bar. Most restaurants will let you eat in the bar, so he's probably with his family and this toolbag is trying to sound cool...
