Definitely could have been wearing a bikini, shorts, or a skirt. I've seen tampon strings out the bottom of shorts before. Just depends on the length of them.
Strange and disgusting as it is, this isn't the first time I've heard of a drunk girl doing this. In fact I witnessed it once, except it was on the floor and I almost stepped on it.

it really isn't that far a stretch of the imagination to picture a really drunk girl doing this. we have to pull our tampons out all the time, and it's just a wad of cloth and some blood.
