    Pretty sure if you weigh the cost per liter, shaving with soda is a pretty stupid alternative to paying your water bill...just saying.

    you know, the water could be shut off to fix a water main on her street or something. It's not necessarily an indication of poor budgeting skills. (But knowing this site, it probably is.)
