"Drunk assed random you" is singular, so using "is" is actually correct, except that it should have been hyphenated; "drunk-assed-random-you."
You almost got it. The grammatically correct form of the phrase would be: "drunk-assed, random you."
..or.."shut-the-fuck-up" is perhaps even more correct.
