2:38 -- Clinton cut the budget for the military and intelligence programs during his presidency. And had a chance to catch Bin Laden in the 90s, but neglected to because he didn't think it was a serious problem. Which, obviously, led directly to 9/11. That's truth, whether you agree with Bush's plan of action or not.
